Yes you are fully eligible for it. Punjab Technical University is recognized with UGC and AIU, so any candidate with it's degree can apply for UPSC examination.
You should choose Arts subjects like History, Sociology etc. In this you can do easily preparation and crack the exam. You can also choose for Science and commerce subjects but it is quite hard and you cannot easily crack the exam.

After completion of BCA from PTU you can be appear in UPSC exam.
UPSC don�t restrict the distance mode.
It is valid for UPSC exam on condition that university should be recognized by DEC and IGNOU.

You must be graduate
Age should be 21 to 30 years
Age relaxation as per government norms
SC/ST + 5 years
OBC + 3 years
PH + 10 years
