Eligibility Criteria for CSAT:
Age: The candidate should have attained the age of 21 years and must not have attained the age of 30 years.
Educational qualification: The candidate should posses a valid degree from a recognized university.

yes, any university graduate from recognised university or equivalent can apply for IAS examination.
there is no restriction on the basis of STREAM of graduation stream but you have to choose 2 electives out 25 subjects listed by UPSC.

1.your age should be within 21-30 years upper age relaxed for sc/st,exservicemen central govt. by 5 yrs & OBC(non-creamy layer) by 3 years.
