Yes you can apply for the IAS exam no matter how many marks you got in 10th , 12th or in B.Tech.
But you have to fulfill the below criteria for giving the CSE.
=> One have to graduate from any recognized university in any field.
=> A final year student also eligible for the exam but before main exam one have to complete the graduation.
=> Age limit :
21-30 for general cast
21-33 for obc cast
21-35 for sc/st cast
21-40 for pwd
=> No of maximum attempts are allowed.

ELIGIBILITY FOR IAS:
-> Applicant have to obtain graduation or any equivalent degree from recognized University in any discipline.

There is nothing to do with the percentage of the academics in the civil services examination because the simple BA pass can also apply for the civil services examination as there is no requirement for the percentage into the same.
It does not matter whether you are a topper or a failure a person who do well in the civil services examination will get the respected post. So its all useless to get the higher percentages if you fail in the IAS.

There is no requirement for any kind of percentage that is required for giving the IAS examination.
The eligibility criteria says that you need to be a graduate in any stream from a recognized indian university and your age should be in between 21-30 years,
A relaxation of 3 and 5 years is given to the obc and the sc/st category respectively.
