Of course your percentages are good and you can crack the examination. First of all you have to clear in which exam you want to know about the job opportunities. IES, IAS, IFS or IPS exams.
For IAS/IPS exams you can get the job of Indian Administrative Service like DC Deputy Collector or DM deputy Magistrate and for IPS you can get Superintendent Of Police i.e. SP etc.
For IES examination you can get the job of Railway Engineering Stores, Central Engineering Services etc.
I think you have to go for IES examination in which you can get the central govt. jobs for engineering. The Age limit for UPSC exam is 21 to 30 years on 1 August of Exam Year. You can apply for IES exam when you will appear in 4th year of your university examination.

yes, you can appear there is no restriction on the basis of marks percentage scord at the various levels by you except few exams like CPF whose minimum graduation aggregate requirement is 55% only
but
it seems that you are still not in your final year . as you it is the basic requisite while appearing for the UPSc exams candiates either in their final year of graduation /or the passed out

I had back years during my engineering time dues to some problems at home as I took Sabbatical for 1.5 yrs after that i completed my degree. Now I want to know does this 1.5-2yr gap comes as hindrance during IES exam?

Yes you are eligible for the exam as the %age criteria is not needed in the exam the only thing needed is you have passed your graduation and you can apply for the exam either in the final year or after you complete your graduation.
