As you are pursuing B.Tech you are eligible to apply for Civil service examination after or being Final year of your B.Tech course.
Even if you are B.Tech Graduate you will be consider as only Graduate in IAS examinations because basic minimum educational qualification required ig Gradyation and no matter of Normal or Professional degree.
My best advice is you are also eligibel for "Indian Engineering Service " examination.
so, be prepare for that examination also.

for the post of IAS you have to apply for Civil Services Exam that is conducted by UPSC every year.
yes, definitely you can apply for Civil Services Exam for the Post of IAS being a Electronics and Communication Engineering graduate. because for Civil Services Exam you need only graduation in any field.
Eligibility Criteria For Civil Services:
>>you must have completed or appearing in final year of graduation.
>>your age must be within 21 years to 30 years on 1 August of the year of exam. there is relaxation in upper age limit up to 3 years for OBC and 5 years for SC/ST candidates.
Limit Number Of Attempts:
>>General category: 4 attempts
>>OBC category: 7 attempts
>>SC/ST category: No Limit

Yes after completing your B.tech degree or even you may apply in final years for civil service examination.You may also apply for Engineering service examination.If you are good in your branch paper then you don't have to think a lot about selecting your optional.However you have to read additional branch paper of Electrical engineering.As E&TC is not provided as one of the optional by UPSC.But its syllabus is common with Electrical Engineering
