IAS Exam is the administrative civil service exam of the Government of India. Union Public Service Commission (UPSC) conducts the exam every year. Civil Services Examination is also known as IAS examination.
IAS 2013 Exam Date:- Registration date : 5th March to 4th April 2013
Preliminary Examination : 26th May 2013
Main Examination : 8th November 2013
See,to improve your writing skills,you should read books,newspapers and magazines.
When you read articles,you'll come across many new words and expressions,phrases and idioms and you'll also get to know on how you should use them in sentences.
While you are reading,jot down the new words that you come across on a paper and write down their meaning.
Keep revising these words.

please read news papers slowly and steadily.concentrate espacially on editorial and business section.

this book help you in learning many new and technical words.This book wants continuous study and revision.
you can also download the previous year paper
of CAT AND TOEFL EXAM to check your level of english.
you are a b-tech student.so, you can choose your main subjects as well as others also for IAS EXAM.
It is much better if you go through your own b-tech subjects because you have sufficient time to concentrate on these subjects.
remember subjects should be of your own interest.

Recruitment of IAS Officers is done through the Civil Services Exam which is conducted annually.
So if you want to be an IAS Officer you will have to clear Civil Services Exam with a good rank.
The Eligibility criteria for the UPSC Civil Services Exam is:
Academic :A degree from a recognised University or equivalent.
Age criteria: 21-30 years
I will also like to tell you that your subject of graduation is not in the list of available optional subjects for the civil services exam.
However you still have plenty of choices in the list.
As for your communication skills, i will suggest you following plans:
1. Start reading.
It can be anything of your interest like novels, newspapers, text books or blogs.
Note details of writers style of expression and think how you could have written this or how you can use this style.
Also note down words which may come handy.
2. Start watching English movies & TV series with English subtitles.
Believe me it helps a lot when you watch Quality cinema.
3. Try to speak in English, whenever possible.
Don't hesitate.

Being a B.tech student.. you should select your own subject as your optional... !!
English can be improved by daily reading a newspaper and watching news on TV In English. It is a on-going process,so have patience and do keep aside a dictionary while reading.
For increasing your vocabulary refer "Word power made easy " by Norman Lewis.
