Must be Graduate from any recognized university or Final year student can also apply

NO, you cannot apply for the UPSC Civil services exams.

The reason being that the minimum age to apply for this exams is 21 years and you are just 20 years old, so cannot apply right now
Once you attain the age of 21 years than you can apply

Educational qualifications required to apply for this exam is Graduation pass
Minimum age to apply is 21 years
Maximum age to apply is 30 years

Please also note that UPSC has put up a CAP of 4 chances to apply for the General Candidates and 7 times for the OBC candiadtes

Sorry ! you are not eligible to apply to UPSC Civil Services Exam(CSE) at the age 20yrs.
Minimum age to apply to UPSC CSE is 21 yrs, on 1st August of the year of exam i.e. 2013.
Candidates are however allowed to appear in the CSE in their final year of graduation
only provisionally if the meet all the eligibility criterias.

UPSC CSE is held every year for all aspirants.
Selections are made to various posts like IPS,IAS,IFS,etc.
Through CSE candidates are selected for 24 services/posts depending on the vacancies in a year.
Posts are allotted based on rank in the merit list.
Meantime you can start preparing as CSE is very tough & competitive.

It is necessary that you complete the degree,before you apply for the exam,but being in the final year also you can apply for the civil services.But it is necessary that you attain the age of minimum 21 years,to apply for the exams.

For any category it is necessary that you must have completed 21 years of age before applying,now you must have attain the age of 21 years before 1st August of the exam year,that is the year in which you are applying for the exam you must complete 21 years of age before 1st August of that year.

Because the Minimum qualification for the UPSC exam is that you must have a bachelor degree from a recognized university of India and your age must lies in between 21-30 years.

But your age at this time is 20 years so yo can not apply for the UPSC exams.

You can apply for the UPSC exams after completion of your graduation when your age will become 21 years.
