No, you cannot apply for IAS 2013 since you are in 2nd year. You can only appear in Civil Services Exam if you satisfy the basic eligibility criteria like
Educational Qualification
The candidate must hold any degree in any discipline from any recognized university
Final year degree students are also eligible
Degree obtained by distance education/open university is also eligible if the university is a recognized university
Age limit
General 21-30 yrs
SC/ST 21-35 yrs
PH 21-40 yrs
Number of attempts permitted
General 4
OBC 7
PH 7
SC/ST No Limit
Nationality should be Indian.

IAS ELIGIBILITY CRITERIA:-
>> you should be passed graduate in any stream from the recognized university.
>> final year candidates can also apply .
>> you must be an indian.
>> age should be 21 to 30 years.
>> age relaxation for obc 3 years, for sc/st 5 years.
IF YOU HAVE THESE CRITERIA THEN YOU CAN APPLY OTHERWISE NOT.

A final year student of Bachelor's degree can apply for IAS exam.
- As a second year student of LLB you can't apply for IAS exam.
- If you have done any other graduation then you can apply on that degree basis.
- Otherwise in the final year of your LLB degree you will be able/eligible to apply for IAS exam.
- Age criterias:
- For general: 21-30 years.
- For SC/ST: 21-35 years.
- For OBC: 21-33 years.

Only those candidate are eligible for this exam either who are graduate or giving their last year exam. and you are in 2nd year right now so dear you are not eligible for this exam.
when you are appearing the final year exam then you are eligible so wait and be prepared.
eligibility Criteria for IAS exam is
candidate must be graduatedfrom recognized university or those candidate who areappearing final year of your qualifying exam are also eligible for this exam.
