>> You fall one year short of fulfilling the educational qualifications essential to appear for these exams.
You can appear for the .exams once you have competed your BCom, or when you are in the final year.
>> The COMPLETE ELIGIBILITY CRITERIA for the CIVIL SERVICES exams are mentioned below ::
01. NATIONALITY.
You must be a citizen of India,
or,You must be a subject of Nepal,
or,You must be a subject of Bhutan,
or,You must be a Tibetan refugee settled permanently in India before 1962.
02. AGE LIMITS.
You must be 21 to 30 years of age.
However, the upper age limit is relaxable by 5 years for SCs,STs & ex-servicemen and by 3 years for OBC & Physically Disabled.
03. EDUCATIONAL QUALIFICATIONS.
You must have completed your Graduation or equivalent from a recognized university with any subject or stream.
Final year students are also applicable.
Only passing percentage is required.
04. NUMBER OF ATTEMPTS.

For OBC candidates : 07
For SC/ST candidates : Unlimited.
05. SEX.
Every aspirant,irrespective of their sex are eligible to appear for the exams.

I am sorry to inform you that you will be eligible after completing your B.com course. Because the qualification is to pass the Bachelors degree at any recognized university in any stream. So you dont worry on it, and only prepare for the examination from now and after completing B.com, you will apply for the examination. Thanks.....

because the minimum qualification required for the same is graduation
from a govt. recognized university.
but you can apply in next year .
see the other qualification :-
1. you must be the citizen of India.
2. you must be a graduate from a govt. recognized university.
3. your age must be in between 21-30 years and the age relaxation is given for sc/st and obc candidates of 5 and 3 years respectively.
and for physically handicapped persons 10 years age relaxation according to their category.

no dear you will not be able to apply for upsc exam in which the basic eligibility needed is graduation such as CDS,IAS,CPF,IFS etc but you can apply for these exams in your final year as per new eligibility criteria for upsc exams . to apply for upsc exam the main eligibility is graduation form recognized university under UGC and the age of the applicant should be between 21-30 years .age relaxation is given to OBC as well as SC/ST applicant of 3 and 5 years respectively.

You are not yet eligible to appear for the entrance exam. But yes, you can definitely start your preparation for the exam from now so that you will have more time to prepare and you can do this at your leisure.
The basic qualifications required for the exam are as follows:
1. You must have passed your graduation from any recognized university( Percentage cut-off is not there)
2. You can also appear for the exam in your final year of graduation, given that by the time you write mains you must have your certificate ready as a proof that you've completed graduation.
3. You must be within the age limit of 21-30 years, relaxation as applicable for other categories.

they cannot apply for the upsc exam,
but final year students can apply for the upsc exam they are eligible for the upsc exam,
so for the now you are not eligible for the upsc exam but next year you will become eligible and then you can apply,

No dear, you can't apply for UPSC's Graduate level Exams. as a 2nd year B.Com Student. But if you are not in your 19 yrs. than you can apply for NDA or if you have completed your 10+2 with Science you can compete SCRA exam. So, think about it and do your best as possible.....Goood Luck...!!!!
