Sorry ,dear ,you are not allowed to give UPSC exams while pursuing 2nd year of engineering as the eligibility criteria for the UPSC exams are:
Eligibility criteria:
1.You must hold bachelor's degree in any stream from a recognised university( if correspondence then from DEC).
2.Final year candidates are also eligible to apply for UPSC exams.
3.Your age should be between 21-30 years if you belong to a general category
>>For obc:21-33 years
>>For sc/st: 21-35 years.
4.No of attempts:
For general students:4
For obc:7
For sc/st; no limits

-UPSC conducts various examinations and eligibility is different for different exams.
-Some of the exams are conducted at undergraduate level and others require graduation.
-Undergraduates can apply for :
1)National Defence Academy exam and Naval Academy Exam(in April & Sep)
2)Special Class Railways Apprentice Exam(In July)
-Since you are an undergraduate you can apply to above exams.
-If you want to appear for Civil Services exam or Engineering Services exam,etc
minimum graduation is must.At the most final year appearing students can apply.

you can not apply for UPSC exam .
because the minimum eligibility criteria for UPSC exam is GRADUATION
from a recognised university
students who are appearing in final year graduation exam are also
eligible for the UPSC exam
students should have completed his/ her age 21 years.
AGE LIMIT
The age limit of upsc exam for general candidates is 21 -30 years
The age limit for OBC candidates is 21-33 years
and for sc/ st is 21-35
and for physically handicapped is 21 -40 years

No my friend currently you are in second year and as per the UPSC criteria you are not allowed for the exam , you should either complete the graduation or come in the final year of graduation till you are not eligible for the UPSC exam .
Because the requirement mentioned by the UPSC to apply for the exam is below :
EDUCATION QUALIFICATION:
minimum graduation from any recognized university .
or
A final year student also eligible for the exam but before the Main exam one have to complete the graduation .
AGE LIMIT:
21-30 for general cast
21-33 for obc cast
21-35 for sc/st cast
21-40 for physically handicapped
MAXIMUM ATTEMPTS ARE ALLOWED:
4 for general cast
7 for obc cast

while pursuing the 2nd years of your course you can not apply for the upsc examinations .
but don't worry you will become eligible to apply for the upsc examination in the final year of your course.
you may know graduation is the main eligibility to apply for the upsc examination.
to apply for the upsc examinations you must attain the age of 21 years to become eligible to apply.
age limit to apply for the upsc examination is 21-30 years .
after your graduation you can apply for the upsc examinations such as
Central Police Forces Examination (CPF)
Civil Services Examination
Combined Defense Services Examination (CDS)
but in my opinion you should start the preparation for the upsc examinations right from now if you are willing to get government job through UPSC.
please go with the syllabus for the preparation of the upsc examination.
