NO YOU CAN NOT APPLY FOR THE IAS AFTER COMPLETING DIPLOMA.
Dear,you have done a huge mistake in your academic career,the mistake has been done.You mentioned that you did diploma after you completed the intermediate,but the point is that diploma is equivalent to intermediate that is 10+2.
Yes the 10+2 is equivalent to diploma ,means you more or less did the same thing after completing 10+2.It is huge set back for your career.
You must know that a student can study diploma after passing 10,then for the degree he will have only three years to study.
Similarly if one studies 10+2 after 10,he will have 4 years of degree.
Means you become eligible for the degree both after completing diploma and after 10+2.Yes you can argue that after completing diploma i am having 3 years of study of degree,but that is not the case with 10+2,actually diploma is equivalent to 10+2,but at some places it is slightly rated as higher than the 10+2,but all in all it same as 10+2.
To apply for the IAS,you need to have a graduation degree in any stream,but diploma is not graduation you will have to study the 3 years course of degree to become a graduate.Now same you could have done after passing 10+2,you could have went for degree it would have been a 4 year course,but that was the right choice,as of now you are still not a graduate.

Because you need to complete your graduction first .

Dear asker,after the completion of 3 years diploma from a Govt.Institute after Intermediate you will not get the UPSC eligibility for applying IAS(Indian Administrative Services)entrance examination.This entrance examination is conducted by UPSC every year.
UPSC ELIGIBILITY FOR IAS Candidates:
***Education: Minimum a Graduate from a recognized University in any discipline is eligible to write IAS exam.But a Diploma can never do IAS till he/she complete's graduation from UGC approved University or Institution.

the minimum requirement is graduation for appearing in civil services exams.
so now think about your graduation & after completation you can apply for UPSC exams.

To apply for IAS exam, you should have a graduation degree.
Since, you don't have a degree, you are not eligible to apply for IAS exam. Diploma is not considered.
IAS exam is conducted by UPSC.
You can appear for the exam only if you fulfill the eligibility criteria, which are -

IAS exam is conducted by UPSC once in a year and the minimum qualification for the UPSC exam is that you must have a bachelor degree in any stream and your age must lies in between 21-30 years.
