Yes you are eligible to write the upsc exam

As the university is fully recognized Indian university

And you are fully eligible to write the exam on the basis of your graduation degree

For the exam here is the full criteria:

-The candidate should be pass in graduation

-From a recognized Indian University

-The candidate age should be between 21-30

-Relaxation given to the obc candidates of 3 years

-And relaxation given to the sc.st category candidates of 5 years

And the answer for your question are you eligible for the upsc cse exam

And the answer is simply yes you can apply for the exam

Eligibility Criteria:

you need to complete your graduation from recognized college or university.
your age must be within 21 years to 30 years and relaxation for reserved category candidates is: 3 years for OBC and 5 years for SC/ST.

if your university is recognized by ugc than you are absolutely eligible for upsc civil services examination.but if your university is not govt. recognized than you are not he right person for upsc and not eligible for upsc examination.

because
to be eligible for upsc u must have the qualifications below.

1. you must be an indian.,
2. you must be graduate with UGC recognized university .

and remember there is an age criteria also for all the candidates which is as under.

1. for general-21-30 years,
2. for obc - 21-33 years.
3. for sc/st - 21-35 years.
