you can appear for IAS preliminary examination after completing your graduation BBA distance education but only condition is that the university where you pursued ypur graduation should be recognized one.
There are some eligibility criteria for appearing this exam:-
You should have completed your graduation from any recognized university in any stream.
Final year students in graduation can also apply for the same.
The age limit is 21-30 years for General candidate(4 attempts) with a relaxation of 3,5 and 5 years for OBC(7 attempts),SC(unlimited attempts) and ST(unlimited attempts) candidates respectively.
You should be a citizen of India.

yes my dear friend you can apply for the IAS exam even after pursuing your degree from distance education, but you need to confirm that the university under which you have completed your degree should be a recognized one.
Because for giving the IAS exam you need to confirm the eligibility criteria which states that you should be a graduate in any stream from a recognized indian university and your age should be in between 21-30 years.
A relaxation of 3 and 5 years is given to the obc and the sc/st category respectively
