yes you can apply for UPSC IFS exam after completing B.tech, you can also apply for IFS exam while appearing in final year of your graduation.
for appearing in exam you have to fulfill some requirements like:
>>The candidate must hold a Bachelor�s degree with at least one of the subjects Animal Husbandry & Veterinary Science, Botany, Chemistry, Geology,
Mathematics, Physics, Statistics and Zoology or a Bachelor�s degree in Agriculture, Forestry or in Engineering from recognized college or university.
>>your age must be within 21 years to 30 years on 1 August of the year of exam. there is relaxation in upper age limit up to 3 years for OBC and 5 years for SC/ST candidates.

The basic qualification required for Civil Services is Graduation from any stream.As you will complete your B.E/B.Tech you will be eligible for the exam of Civil services.IFS exam is not separate exam.It comes under Civil service only.You will get IFS posting based on your final ranks

If you want to appear in IFS Exam you will have to complete your engineering degree;
Even if you are not interested in pursuing your carrier in engineering.
As the general academic eligibility criteria for the IFS Exam clearly requires:
A Bachelor's degree with at least one of the subjects namely, Animal Husbandry & Veterinary Science, Botany, Chemistry, Geology, Mathematics, Physics, Statistics and Zoology or a degree in Agriculture or Forestry or Engineering of a recognised University or equivalent.
So you should better concentrate on your engineering studies.

IFS stands for the Indian Forest Services as well as Indian Foreign services.From your query it is not clear that for which you want your eligibility criteria so I am mentioning eligibility criteria for the both services .
For Indian Foreign services ,you must have bachelor's degree in any discipline from a recognized university .Final year candidates can also apply for the exam.
For Indian Forest services also bachelor's degree is the minimum requirement but you must have studied at least one subject while pursuing your graduation mentioned as below:
>>Animal husbandry ,veterinary science,zoology,mathematics,physics ,statistics ,agriculture ,forestry or bachelor;s degree in engineering .
So you are eligible for the both forest as well as foreign services after completion your bachelor' s degree in engineering.
UPSC conducts a separate exam for the Indian Forest services whereas foreign service comes under civil services examinations.This year the first stage of both civil services and forest services will be same.
The age limit for the both exam is :
General candidates :21-30 years .
Three years age relaxation to candidates of obc and five years to candidates of sc/st category in upper age limit.
You must be an Indian citizen.

There three steps in UPSC Exam.
>> First Step Is Prelims Exam.
>> There is multiple choice Questions paper
>> There are two Paper
1. General English
2. General Studies
>> If You clear Prelims then you have to appear in Mains Exam
In this Exam there also two paper of Descriptive type. Subject you have choose at the time of form filling.
>> If you clear Mains Exam then there is Personal Interview.
If you clear these three steps then you will become IFS Officer.
