>> Yes ! You are definitely eligible for the UPSC exam,better called the CIVIL SERVICES exams,after completion of your Graduation and CA along with article ship.
>> You were eligible straight after Graduation,as this is the only essential requirement.
>> Although,the degree of CA and experience of article ship might back your resume at the interviews,you do not need anything except Graduation to appear for the Civil Services exams.

>> The Civil Services exams are conducted annually by the UPSC.
>> The application forms are released in the month of February and the last date to apply is in about the First week of March.
