The required eligibility for IAS exam is a graduation from recognised university. So, if your 2 yr program will give you that graduation degree or if you already have it, you certainly can appear for IAS exam.
A lot of IIT graduates are giving IAS exam these days and many of them are also finding places among the top rankers.

Dear a candidate should have following eligibility criteria to apply for IAS examination :
A bachelor's degree in any discipline from a recognized university and final year pursuing candidates are also eligible to apply for this exam
Age should not be less than 21 years and more than 30 years and relaxation in upper age would be provided as per government guidelines which is 5 years for SC/ST and 3 years for OBC category candidates
Dear if you have completed your graduation during the academic session in IIT-JEE then you can apply for this exam otherwise you can not apply for this exam so that if you have not completed then you should complete your graduation first of all then you would be eligible to apply for various UPSC and other competitive exams as - IAS, IFoS, IPS, CDS, etc.

The educational qualification required to apply for the IAS is GRADUATION FROM ANY STREAM.
The two year program that you have mentioned above is definitely not the graduation,then you are not applicable for the IAS.The straight and simple calculation is you need to have a graduation from any stream,means a either minimum of year course or a year course(B.TECH,B.E).
Other than that no other discussions,as you only had two year program in IIT-JEE,you are not a graduate and hence not applicable for the IAS.

IAS exam is also known as CSAT exam this exam is conducted by UPSC once in a year.
CSAT exam have three stage

2 mains
3 interview

Candidate should be graduate from recognized university
final year candidate can also apply
Age of the candidate is 21 to 30 year.
there are relaxation in age for category candidate

general candidate can attempt only 4 times
OBC candidate can attempt only 7 times

There is no special reservation for IITians .
If you have completed graduation degree from recognized university then you are applicable for IAS exam .
Age should be 21 years (minimum) and 30 years (maximum). SC/ST/OBC and ex-servicemen are given exemption of 3 to 5 years in maximum age limit.

OBC 7 times

dear after completion your program based course from IIT-JEE you can't apply for IAS exam. If you have graduate degree then you can apply for it otherwise not.

You can become IAS officer only after qualifying IAS exam, which in turn you can give only after completing your bachelor�s degree.
So, you can give IAS exam after completinbg IIT e, but if you fulfil age criteria at the same time.
IAS exam is conductd by UPSc every year.
To be eligible for IAS exam �
You should be a graduate from a recognised university.
Your age should lie between 21 years and 20 years.
So check that your degree gets completed within this age, otherwise, you will not be eligible if you cross the upper limit.
So, you can simultaneously join graduation whole you are preparing for iIIT JEE.
