the union public service commission organize exam for all civil services, iss,ies,cds and for another exams. It does not provide any degree or course.
After +2 a candidate can also apply for nda because the requird qualification for nda is +2 only.
Age must be between 16.5 to 19 years
should be a citizen of the india.
Nda is better for all those candidate who are not enable to pursue their high study.
UPSC provide jobs through an open competitive exam. not courses.

dear friend upsc is not an educational institute or university ,it is commision wher you can get central govt.job .so you must complete your graduation in any of the branches to apply for it.
UPSC means Union Public Service Commission which conducts exam for different post. It conducts exam for IAS, Indian Administrative Services and IPS Indian Police Services. IFS Indian Forest Services, IES Engineering Services, SCRA Special Class Railway Apprentice etc.
The eligibility criteria for appearing in UPSC exam is Graduation in any stream from a recognized university.
The Age limit for UPSC exam is 21 to 30 years on 1 August of Exam Year i.e. If you are appearing in 2012 UPSC exam then your age should between 2 August 1982 to 1 August 1991.

There are two types of written examination in UPSC.
UPSC Prelim exam and UPSC Mains exam. You will appear in UPSC Prelim exam first in which Objective type Questions are asked from General English, General Studies etc.
For UPSC Mains you have to choose Subjects. There are total 51 Optional Subjects in which 23 are from main subjects and 28 Language Subjects like Hindi, English, Bengali etc.
It do not provide any degree or courses
UPSC conducts exam for Central govt job, not for engineering or medical entrance. However, You can go in Engineering sector Via SCRA exam conducted by UPSC.
No Dear, You can't do Engineering or Medical through UPSC Exams. UPSC is as same as CBSE board which conducts exam for job, for different Departments of Central Govt. for different posts But there is a chance for Medical if you Qualify AFMC (Armed Forces Medical College ) than only your whole Fee will be paid by the Govt. And another option NDA through which you can do your Graduation in Science subjects.
