If you are belong to general category then you are not eligible to apply for UPSC exams. If you belongs to OBC or SC/ST then you can apply for UPSC Civil Services Exam.
age Limit For UPSC Exam:
1. general: 21 years to 30 years
2. OBC: 21 years to 33 years
3. SC/ST: 21 years to 35 years
Educational Qualification:
graduation from recognized university. Candidates appearing in final year of graduation are also eligible to apply for UPSC exams.

The qualification for both the UPSC and Railway examination is to pass the Bachelors degree at any recognized university in any discipline.The age limit for the UPSC is within 21-30 years. The upper age limit is 03 years for OBC and 05 years for SC/ST candidates and 10 years for PH candidates. If you are only a general candidate, then you can't apply for the UPSC's CSAT examination. But the age limit for the Railway examination is 21-33 years and the upper age limit is 03 years for OBC and 05 years for SC/ST candidates. So you can apply for the Railway examination only. if you are a general category then your not eligible for UPSC EXAM.
if you are a obc or sc/st category then you can apply for UPSC EXAM.
ELIGIBILITY CRITERIA:-
general candidates = 21 to 30 years
obc candidates = 21 to 33 years
sc/st candidates = 21 to 35 years
ex-servicemen = 21 to 35 years.
