upsc allows those candidates for the exam who completed graduation or engineering from a recognized university,
stream of graduation or engineering don't matter for the upsc exam,
so after completing graduation from a recognized university,
you will be eligible for the upsc exam,
and therefore you can give the upsc exam,
along with the above mentioned education qualification your age should also be eligible for the upsc exam
age limits for upsc exam is 21 to 30 years,
for OBC candidates age limit is 21 to 33 years(age relaxation of 3 years).
for SC/ST candidates age limit is 21 to 35 years(age relaxation of 5 years).
so if the university from which you doing is recognized then surely after completing engineering you can apply for the upsc exam,

The UPSC requires the essential qualification for the post of CSAT, CPF(AC) & CDS etc. is to pass the Bachelor degree at any recognized university in any discipline. If your institute is recognized by the UGC or AICTE, then you can definitely appear for the UPSC examination. But you should keep in mind the age limit. The age limit is within 21-30 years. For UPSC Exam candidate should be graduate any stream from any recognized university.
Age should be between 21-30 years
OBC candidate should be 21-33 years
SC/ST Candidate should be 21-35 years.
