Yes , you can apply for IAS exam , but not this year as 2013 exam is already taking place now , but you can apply next year for sure being studied via distance mode .There is no such percentage criteria , but still as in general it should be at least 50% in any discipline .

There is an age limit , that you must know , these are as follows :

For General : 21-30 years
For OBC : 21-33 years
For SC/ST : 21-35 years .

There is also limitation regarding attempts , these are :

For General : 4 attempts

For OBC : 7 attempts

For Sc/ST : No limitation

yes dear you can definitely apply for ias examination after completing b.com from school of open learning, Delhi University. since the qualification required for civil services examination is a graduation in any field from an ugc recognised university. there is no limit for percentage in civil services exam you need to pass the graduation with any percent marks.

DearThe eligibility criteria for IAS is :1.You must be a Indian Citizen.2.You must have attained the age of 21 years on 1st august of the year of exam and must not have exceeded 30 years of age.However age limit is relaxed by 3 years for OBC category and 5 years for SC/ST/PD category.3.You must a minimum graduate from any recognised university.
