Without any doubt you can appear in UPSC exam after completion of degree from Open University.
UPSC doesn�t differentiate between regular and distance degree.
You distance college should be recognized by IGNOU and DEC.
Required Qualification for UPSC exam
Graduation degree from any institute ( whether regular or distance)
Your age should be 21 to 30 years.
Age relaxation as per government norms
SC/ST + 5 years
OBC + 3 years
PH + 10 years
You must be Indian.
Preliminary exam date: 20/5/2012
Mains exam date: 5/10/2012

And it does not matter from which university you have passed graduation
It matters that your university should be a recognized Indian university
Full Criteria for the Exam:
-The candidate should be pass in graduation from a recognized indian university
-The final year candidate also eligible for the exam
-The age should be between 21-30
-The relaxation given to the obc of 3 years
-For the ph candidates it is 10 years
-For the sc,st candidates it is 5 years

upsc requires graduated candidates or those candidates who completed engineering from a UGC approved university.
so if the university from which you completed your graduation is approved by UGC then you are eligible for the upsc exam and you can apply for the upsc exam.

Of-course Dear, you are eligible for UPSC Exam. after completion of your Graduation from Open University of Mumbai if it is Recognized by the Govt. because it is already mention in the Advertisements of all Exams. conducted by the UPSC that the Degree must be from an University which is Recognized by the Govt.
Secondly, age limit for General Caste Candidates must be in between 21-30 yrs. but for CDS and CAPF(AC) it is 21-25 yrs. So,...Good Luck....
