No a mechanical engineering graduate cannot apply for UPSC SCRA exam.
UPSC SCRA exam is conducted every year to make recruitment to mechanical department of Indian Railways.
Eligibility For SCRA :
Age Limit :
General Category-17-21yrs on 1st August of the year of exam
OBC-relaxation by +3yrs
SC/ST-relaxation by +5yrs
Educational Qualification :
12th Pass from a recognised Board/equivalent in 1st/2nd Class
with subject Maths with one of the subjects as Physics/Chemistry .
Final year appeared/appearing candidates can also apply on provision.

NO MY DEAR FRIEND YOU ARE NOT ELIGIBLE FOR SCRA EXAM
upsc exams are based on some qualifications,
AGE LIMITS,..
GENERAL>>>17 TO 21 YRS
OBC>>>17 to 24 yrs
SC/ST>>>17 to 26 yrs
EDUCATIONAL QUALIFICATION...
candidate must be passed from a recognised education board with maths physics and chemistry

Sorry You are not Eligible for SCRA exam
Eligibility criteria is
candidate Should have passed 12th with one compulsory subject maths.
candidate who are appearing their 12th exam are also eligible for SCRA 2013
Age criteria is
candidate must be in between 17 to 21 year
