Its criteria is thatL-
1. Should be graduate from recognised university.
2. Age should be 21-30 yrs.
3. Should be citizen of India.

No dear, 21 is the minimum age and for appearing the exam candidate must be 21 year or more than 21 year.
And there is no other separate exam for below 20 year for civil services.
AGE limit
Age of the candidate should be 21 to 30 year.(for gerneral candidate)
candidate belong from OBC category can give this exam at the age 21 to 33 year
candidate belong from SC/ST category can apply this exam at the age 21 to 35 year

sorry to say that students from below 21 years of age are not
eligible to apply for the exam. according to age limit for Civil
Services you must have attained the age of 21 years on 1 august of
the year of exam.
Eligibility Criteria For Civil Services:
Graduation from recognized college or university
AGE LIMIT:
General Category: 21 to 30 years
OBC Category: 21 to 33 years
SC/ST: 21 to 35 years
you must have attained the lower age limit on 1 August of
the year of exam and you should not have attained the upper age
limit on similar date.
