It means you should complete your age of 21 years on or before 1st of August.
- Suppose you are going to take exam of 2013.
- So on 1st August, 2013 you should have reached/crossed the age of 21 years.
- But also there is limit in upper age of 30 years.
- On 1st August candidate should not have crossed the age of 30 years also.

The age limits for the civil service exam both Preliminary and Mains exam is the 21 to 30 years.
No permission for the candidate which is not complete the 21 years.
Which candidate complete the 21 years those are eligible for the exam.
Age relaxation for the reserve category.
The qualification is required for the exam is the graduation in any stream from the approved university.

For SC/ST Category 21-35 years
