No there is no such type of rule regarding to age relaxation for SBI employee in both exam UPSC and SSC CGL
your date of birth is 1984 so you are not eligible for SSC CGL because for SSC CGL maximum age limit is 27 years.
but you have few chance for UPSC exam because the maximum age limit for UPSC exam is 30 year.
Age limit and relaxation in UPSC exam
Age of the candidate is 21 to 30 year, If he/she belong from general category
Age of the candidate is 21 to 33 year, If he/she belong from OBC category
Age of the candidate is 21 to 35 year, If he/she belong from SC/ST category
