We have 3 All India services (AIS) viz IAS, IPS and IFoS (Forest Service). These services are deemed to be constituted by our Constitution. In these services, there is continuous contact with the public. These services put great demands on one's physical and mental capabilities. And that is why, people in these services are considered to be in the top echelons. They are considered as royal jobs but equally high are the responsibilities. Also, the officers belong to central govt. but work for state govt. and that is why there is cadre system for these services.
The other services include Group A services. In these, the officers work under central govt ministries and deptt. and there is no cadre system. The services include Income Tax, Custom Tax services etc. Most of the services included in UPSC exam belong to this category. The services provide one of the best govt. jobs in the country but do not stand anywhere in front of AIS.
