yes dear ias implies the job of collector. in the starting you would be posted as sdm/adm/cdo and after few years you would be posted as district magistrate.
see both the services comes under same exam which is civil services examination, since people prefer ias over ips therefore you can get ias upto 100 rank and can get ips upto 300 rank in the civil services examination conducted by upsc.
