there is no compulsory for arts for IAS
you can do any bachelors course and then may appear for IAS
you can do b.tech and then appear for IAS exam.
qualification for ias are only:
1. any bachelors degree from recognized university.
2. age limit: 21 - 30 years(general)
3. candidates should be citizen of India.
so first complete your b.tech then apply for IAs or you have apply for IAs in final year of b.tech
If ARTS become compulsory for qualifying Civil services exam then more than half of the candidates clearing the exam would have been deemed failed.This is a total misconception.Arts is required in the Mains as there is literature paper,History,Public administration etc but there are papers relevant to Science and Economy related to commerce.Moreover you have the freedom to select your choice of optional paper which can be from Science or even engineering if you are Civil,Mechanical or Electrical engr. Civil service exam tests your overall knowledge and this is why it lets graduates from all streams to apply for the exam.
As an Engineer you can also apply for Engineering service exams if you think Civil service exam needs too much preparation and it will be a RISK for you.You have also the option of appearing for Forest service exam as well if you have B.tech/BE in Civil,mechanical or electrical engg.
No, dear it is totally wrong information that you need Graduation in Arts subjects for the post of IAS. but the fact is you need graduation in any stream with any subjects for the post of IAS. So you can definitely write for IAS post after Engineering degree. you can also apply for IAS while pursuing in final year of graduation(Engineering in case of you).
for IAS you have to writer Civil Services exam that is conducted by UPSC every year.
Civil Services exam is conducted in three phases:
1. CSAT(Prelims)
2. Mains
3. Interview
for appearing in Civil Services exam your age must be within 21 years to 30 years. there is also applicable relaxation in upper age limit upto 3 years for OBC and 5 years for SC/ST candidates.
there is also limit of number of attempts of 4 for General, 7 for OBC candidates. there is no limit of number of attempts for SC/ST candidates.

Then you can apply for this exam.
Just read regular newspaper and GK books.
