To become an IAS Officer you have appear/clear the prestigious Civil Services Exam(CSE).
CSE is conducted by UPSC every year to make recruitments to 24 services/posts.
After clearing CSE you can get posts like IAS,IPS,IFS,IRS,etc based on your rank in the Final Merit list.
It is conducted in 3 stages viz.
1.Prelims/CSAT Exam
2.Mains Exam
3.Interviews
After your 12th in Arts stream you need to continue your studies in college.
In my opinion you need to finisih your graduation in Arts stream from a recognised University.
You can take subjects like Economics,History,Sociology,Political science,Geography,English, etc.
This will help you in preparations as knowledge is required of these subjects to crack CSE.
You should choose the most easy course for graduation degree as you will get time for CSE preparations.
Even a gradute degree in distance learning mode from a recognised University/institution is acceptable.
You need to get a Pass Class in graduation to be eligible to apply to CSE.
Percentage in graduation is not a eligibility criteria for applying,so not to worry about anything.
For the time being you can start your preparation form now only to clear the CSE in 1st attempt.
UPSC CSE is very competitive and tough exam at the All India Level.
