friend u have u studies from out side and that was not affected in ur nationality so that u can easily attend UPSC's any exams..
they wants only nationality and that should be indian and u r indian by national so that u wll be der in criteria of UPSC commision.

Yes, offcourse if you are living in National Area and you have medical graduate degree then you can apply for UPSC exam. Out of country you can't apply for this exams.

UPSC exam stands for UNION PUBLIC SERVICE COMMSSION.
you are not eligiblie for UPSC exam.
UPSC exam eligibility;-
1-you must be graduate from a recognized university in sny stream.
2-age limit is 21-30 years.
3-one important things is;
-----you must be Indian citizen.
