dear foreign candidates cannot apply for the upsc exams,

candidates who applying for the upsc exam must belong to india and must be an indian citizen then only he/she can apply for the exam,

other eligibility for the upsc exam is.
Eligibility criteria for exams conducted by upsc:

1. Candidate must have completed graduation or engineering from a recognized university .
2. candidates who appearing in final year of graduation or engineering can also apply for the upsc exams.
3. age limit for the upsc exams is 21 to 30 years.
4. age relaxation of 3 years is given to those candidates who belongs to OBC category .
5. age relaxation of 5 years is given to those candidates who belongs to sc category.

well, yes you may apply for the examination, simply go to official website of the UPSC

I mean upsc.gov.in or directly go to upsconline.nic.in and register there.

If you still hold Indian Citizenship then you are eligible for it, else, you are not eligible.

After getting selected you will need to produce your citizenship proof.
