I am sorry to say but having an indian origin is not the only criteria that need to be fulfilled in order to appear in the upsc exams.
For giving the exam, it is necessary that you should be an indian and you should be a graduate from a recognized indian university and your age should be in between 21-30 years.
A relaxation of 3 and 5 years is given to the obc and the sc/st candidates respectively.

Yes, you are eligible for civil services examination.
For that examination you should be graduate from any recognized university and also can apply in the last year of graduation.
It does not matter that from where you are passing your graduation only you should be graduate.
You must be citizen of India.
Your age must be under 21-30 years.
3 years of age relaxation for BC candidates and 5 years of age relaxation for SC/ST candidates.
