IAS exams are conducted by UPSC every year.
Any candidate can give this exam provided -
He / She should be of Indian origin.

To give civil services exam, the eligibility required is any degree from recognized university.
You need to have a valid degree, percentage doesn't matters here.
If you have a valid degree, then you can surely apply for the exam.
You need to satisfy one more criteria i.e age.

Dear when you have made it sure that you are eligible to apply for the UPSC preliminary examination then i would like to tell you that UPSC is going to conduct the preliminary examination at - 19th of May 2013 so that there are only 3 months left to prepare for this examination and if you are serious then there is nothing in the preparation, you should join any good coaching institute and follow the crash course of that coaching institute and the duration of the crash course would be about 3 months and i expect that coaching institutes provides enough and complete study in this batch also so that everything depends on you that if you would provide at least 15 hours everyday for the study of prelims then you can easily get qualified

Every year UPSC conducts the Civil Service Exam ( CSE ) for the post of IAS , IPS and IFS .
Generally the criteria for the UPSC CSE exam is below :
-> one must be graduated in any stream from any recognized university
-> A final year student can also eligible for applying the exam , but before the main exam one have to complete the graduation .
-> age limit is
21-30 for general cast ,
3 years relaxation for obc ,
5 years relaxation for sc/st/ex-serviceman ,
10 years relaxation for physically handicapped .
Any Indian citizen who fulfill the above criteria are eligible for the exam .

But there are certain limits for giving the exams like

then defiantly you are eligible for the exam. the percentage of the marks is no matter for the exam.
