Well dear as you are doing b.tech 2nd year with cse.as your branch is not there in the list of optionals so you have to select subject other than your branch.
You can select humanities subject like public adminstration and sociology as these subject will be easy and will not put more burden on you.
You can start reading newspaper for now and prepare about general studies.

Selection of best and easy optional subject is not easy....
total weightage of optional subject is more than 50% if total...
so you have to be very carefull during selection of optional subject...
Some time it is based on your interest and some time it is based on your graduation type...
there is np hard and fast rule for choosing optional subject...
but keep one thing in your mind. whatever subject you choose only hardwork can make it easy for you...

as you are in 3rd year of B.tech CSE and you can apply for UPSC Civil Services exam in your 4th year or final year. So it is the right time for preparation for UPSC Civil Services exam.
In Civil Services exam there is no optional subjects related to Computer. you can choose Mathematics and Physics as your optional subjects. because you have studied these subjects in your academic carrier which might be very helpful for you in preparation.
For preparation you need to study NCERT books on Mathematics and Physics. you need to read news papers and magazines for current affairs. also improve your GK and communication skills.
