sorry SHIVAM we can't do anything as concern's with upsc examination,they didn't form any such relaxable category for your type.
as you also didn't done graduation so INELIGIBLE for sitting in upsc.
but need not frustrate,
do appear for the CONSTABLE in CPO, lower division clerk examination which are conducted by SSC which mere demands HIGH_SCHOOL.
or
you can approach your local government authority If they can HELP you to complete your STUDIES or mange some alternative to complete.

But he have very strong will power and determination
And he is fully focused towards his goal and he become
A excellent cricketer and played very much cricket at international
You can also do the same but need a strong will power
And confidence and focus on your goal
First complete your intermediate and then graduation
And start preparing for the exam along with your graduation
And first choose your optional subject and prepare for them
And choose the same subjects in intermediate too
And study daily and the day is not too long when you become a IAS Officer

Sorry friend with out completion of Intermediate and graduation you are not eligible to apply for UPSC exam.
So you should try to complete your Intermediate and graduation any how.
Whether you can complete your study through distance learning.
You can do work with distance learning also.
Friend every one have some problems.
But to go ahead in life we will have fight with circumstances.
Only those people emerge from the problems who continue their struggle till last breadth.
So you should not leave hope and work hard for your study. You will have to go ahead in present situation and circumstances.

You cannot able to write UPSC Exam.
Because the basic eduction qualification required by the UPSC is completion of graduation. so you cannt write exam

No you are not eligible to appear in the Examination of UPSC, without completing the intermediate and the graduation. So your's focus must be to complete your graduation first. However it's better if you complete the graduation by distance mode or by correspondence, so that with studying , you can work for earning the money. You can also apply for scholarship which is provided by various institutes. Every person has some difficulties and challenges in life, but you need to face the same and succeed in life.

Hey pal,
My sympathies are with you. But there are certain things rules that are to be followed to make a disciplined person and a country. As far as UPSC exams are concerned, you need to be at least a graduate. The age limit is of 30 years to appear for the exams(SC/ST- 35, OBC- 33). So don't lose your heart. You still have time. Once you complete your graduation, no one's stopping.
