    There is no fixed number of vacancies. Every year it changes. Also you have not mentioned for which posts. UPSC recruits candidates both by direct selction method and by conducting nationwide competitive examination. In case of direct selection method, whenever vacancies occur in a particular post, the concerned department sends the details to UPSC, after which UPSC issues a special recruitment notification for that post with number of vacancies . It includes details of how many vacancies are reserved for each category (OBC, SC/ST) and the rest of unreserved vacancies
    In case of competitive exams, UPSC declares the number of tentative vacancies only at the time of issuing notification. But the final numbers may vary .It is not necessary to fill all vacancies. If UPSC feels that there is no more deserved candidates, then they will not fill up the remaining vacancies and it will be added to next year.
    In case of civil service exam 2012, UPSC issued notification for recruitment of 1031 vacancies overall ( ie for 24 services/posts) . The internal breakup of each services is not declared.
