NO, upsc takes fees only once during when you fill the form at the time of your application after that UPSC doesn't demand any fees or money at the any stage. neither UPSC himself or appointed any person behalf of upsc can take fees , & if you come across any such situation at any stage then it will be a miscreants who try to cheat you, so reports it to the concerned authority.

UPSC's exam are INDIA's best examination which are totally corruption free, NO one CAN SELECT YOU except YOUR PERFORMANCES at various stages.

there is VACANCY changes according to requirement so we cannot mere conclude here in word/numbers for
Andhra Pradesh through UPSC entrance exam.

you have to wait for the UPSC result to know the facts for it.

    no.
once you've submitted your examination fee, you'll not be asked further to pay any fee, at any step during the course of recruitment.
whereas, if you're applying another year for the same, then you'll be required to pay the examination fee again the appearing year.

on the other hand, answer to your question-the other part, could not specifically be provided, as the number of posts in any state, and not only in case of Andhra Pradesh, depends upon the total number of vacancies available in that state, and that too, which differs every year and from state-to-state.

    hope it helps.
    all the best.

you have not mentioned which UPSC exam, because UPSC conducts a lot of examinations like combined defense services exam, civil services exam, indian engineering services exam etc.
I assume, you wrote civil services exam.in that case at the time of applying you have to pay 50 rs. In case you cleared for mains, then you have to fill another application form for mains for that you have to pay 200RS.
UPSC gives a list of vacancies for entire INDIA, state specific vacanies are not known
