For government recruitment exam specially upsc will not see the year of examination of degree. But if your age is suitable for the examination then you can fill the govt. exam form.
If your age should between 21 to 30 years, then you can fill the form of upsc ias/ips examination. If you want to fill another form then you have to see all the eligibility criteria for it. You should see the Educational Qualification, Age Limit, No. of attempt of exam etc.
