You are 42 year old and visually challenged that has different part under PWD - Person With Disability and details are following that are applied in various government jobs and assessments :
Blindness refers to condition where a person suffers from any one of the following conditions namely
(1) Total Absence of Sight
(2) Visually acuity not exceeding 6/60 or 20/200 (snellen) in the better eye with correcting lenses.
(3) Limitation of the field of vision subtending in angle of 20 degrees or worse.
Low vision means a person with impairment of visual functioning even after treatment of standard refractive connection but who uses or is potentially capable of using vision for the planning of execution of the task with appropriate assistive device.
As per the persons with disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act 1995, low vision aids will be permitted to candidates with visual impairment, and such candidates will be eligible for extra time if capable.
Now you can see description of visually challenged candidates that they gets the advantage of the Act 1995 mentioned in the Constitution of India so you do not worry about your age and visually impairment because Indian government has provided enough rights and equality to everyone so you will also be profited with numerous facilities of the government
Upper Age Relaxation for Visually Impaired candidates in government jobs :
As you know that your visually impairment part is under the PWD category so you will be considered eligible to claim for upper age relaxation while applying for different government jobs and recruitment exams and maximum limit of upper age relaxation for PWD-PH candidates is 10 years means you can get upto 10 years of upper age relaxation in various jobs of government organized by central or state government of India and this is only for PWD - PH candidates but there is one more advantage that is following
This upper age relaxation is also added in with the upper age relaxation of reserved categories provided by the government as per norms means if you belongs to OBC category then generally you will be allowed to get 3 years of upper age relaxation after crossing maximum age limit of the recruitment process and if you are in SC or ST or Ex-Servicemen category then you will get relaxation of upto 5 years in government jobs so this relaxation of upper age will be added with PWD relaxation that is following as :
For OBC - Other Backward Classes - 3 years of OBC + 10 years of PWD = 13 years
For SC/ST/ESM - 5 years as per rules + 10 years of PWD category = 15 years
So this is the only better advantage for you but if you comes under General then only for upto 10 years
Basically maximum age limit of various UPSC exams is - 30 years - Indian Civil Service, Indian Forest Service, Indian Engineering Service etc. and if general category candidate claim for upper age relaxation under PWD quota then he/she will be allowed only till 40 years of age to appear for examination but if a SC or ST category aspirant claims for relaxation in upper age through both reserved category and PWD quota then he/she will be allowed to appear till 45 years of age in examination and OBC candidate for 13 years as per rules mentioned

UGC NET - University Grants Commission - National Eligibility Test
This is a lectureship eligibility test conducted by UGC of India and if you wants to get a good government job then nothing will be better for you than this examination because this suits best on your educational profile and if you are really interested in making your career brighter then you can easily do what you want
You have completed MA in Public Administration so your qualification is enough to apply for this entrance examination because it demands only for post graduation in any stream but university should be recognized and there is not age limit to apply for this test so this gives chance to everyone to be Lecturer in different government educational institutes and will become a gazetted officer
Examination Pattern for UGC NET Entrance Test :
Paper I - Based on General Teaching and Research Aptitude - Objective type contains 100 marks for 60 questions where any 50 questions should be attempted by aspirant
Paper II - Objective type - 50 questions for 100 marks and based on the selected specialization subject means if you choose Public Administration Subject as the specialization subject of NET test then this paper will be be based on that subject
Paper III - Objective type - 75 questions for 150 marks and same based on the specialization subject
