yes, you can give Indian Engineering service exam. According to UPSC rules, all engineering graduates ( irrespective of their discipline) can apply for IES exam, but they have to choose one of the four streams in which UPSC conducts this exam, such as civil, Mechanical, Electrical, Electronics & communication.
Thus you can apply as a biomedical Engineer itself, but you have choose ECE as the option in which you are going to appear for the exam.
