Yes ! you can apply for UPSC Civil Services Exam(CSE) as final year appeared/appeaing candidate on provision.
Till then you have ample time to clear your backlogs.So you can appear in the CSE,if you clear the Prelim/CSAT CSE
you will be asked to produce the final year result or original certificates at the time of Mains exams or Interview stage.
So meantime you can clear your baclogs to be on the safer side.
UPSC conducts the CSE every year to make recruitments to 24 services/posts.

You can apply for UPSC exams but if you clear your backlogs before the exam so that would be better for your career if you do not clear then also you are eligible to apply for UPSC exams because UPSC allows to apply for exams for those who are the final year pursuing or final year examination appearing candidates so that you can apply for the exam.
Your age should not be less than 21 years and more than 30 years and relaxation in upper age would be provided as per government standards which is 5 years for SC/STs and 3 years for OBCs, 10 years for PWDs and 5 years for Ex-Servicemen candidates.

There is immense time after participating in the exam because you have to wait for the results of exam and you should be shortlisted if results are released............

You can apply for UPSC exams-
a->>you are eligible to apply for UPSC exams .
UPSC allows to apply for exams for those who are the final year pursuing or final year examination appearing candidates so that you apply for the exam.
b->>age limit should not be less than 21 years and more than 30 years for general candidate.
relaxation which is 5 years for SC/STs and

YES YOU CAN CERTAINLY WRITE THE UPSC EXAMS.
The backlogs are issues only if you do not clear them in time,you had a backlog in the 2nd year and when you will clear it,then there will be no problems regarding it.
The problem is only if you have a current backlog,when you are applying for any exam,you can not apply for any exams if you have any backlog,your result should be clear and absolute free from any backlog.
Hence you clear your backlogs and you will be very much applicable for the exams in the final year.
Remember having a history of backlog is no issue,but having current backlog is not good.

Yes definitely you can write UPSC Exams in your final year. Since UPSC just wants you to be a graduate from recognized university. UPSC doesn't consider marks/ backlogs so don't worry about it. You just have to satisfy the basic eligibility criteria to appear for the UPSC Exams.
The Basic eligibility criteria for maximum exams are:
The candidate should have a degree in any discipline from university recognized by UGC. Final Year students can also apply.
The candidate should be Indian
The age limit is 21-30 years

If you have cleared your back, then you can apply for upsc exams such as civil services examination,ies,etc in your final year of graduation. Provided that you will produce your degree certificate at the time of final selection.
your age must lie in the following standards:-
general- 21 to 30 years
obc- 21 to 33 years
sc/st- 21 to 35 years
pd- 21 to 40 years

as you having the back paper of 2nd semester that is no problem while you give the upsc IAS exam. But there is one thing that you need to care about. If you give the exam then you should ensure yourself that if you get selected to the interview level, then by that time you should be having complete documents of your graduation with you.
If you think that by the time of your interview you will get your complete degree then go for it.
