2. Click on exam form of various upsc exam link.
3. Click on New Registration.
4. Fill the form and upload a scanned recent passport size photograph. Also scanned your original handwriting signature.
5. First of all you have to cut the challan from Bank and give the challan no. to online exam form.
6. If you want to apply offline. You can go to the post-office and buy the form. You should give exam fees through demand draft.

For UPSC exams you need to complete your graduation in any field from recognized college or university and your age must be within 21 years to 30 years.
In UPSC there is no consideration of percentage so do not worry about percentage.

Upsc needs only graduates with any percentage of marks from any university
Coming to preparation that is depend on your capability and confidence
