Do you mean the Indian Engineering Services?It is conducted every year in the month of June and the notifications come out at around the month of Feb-March.It conducts exam in four streams : Mechanical,Electrical,Civil & Electronics & Telecommunication.Now the eligibility criteria are :
a) You have to be a full-time engg graduate in these respective fields,i.e,either B.E/Btech in Electrical/Mechanical/Civil/Electronics and all the other streams of electronics.CS/IT is not allowed under IES.You can also appear if you are int he last semester of your Btech.
b)Must be aged between 21-30yrs(5yrs relaxation for SC/STs and 3yrs for OBCs)
c)you must be a citizen of either India,Nepal or Bhutan

the eligibility criteria for indian engineering service is given below
the candidate must have an engineering degree or a final year appearing student from a recognized university.
The age of candidate should be 21 to 30 years
candidate should be an indian
there is no percentage required only the passing marks are enough in graduation.

In UPSC the one and only one technical exam is IES(Indian Engineering Services) Exam. for IES only candidate who done b.tech in EE,Mechanical, Civil,Electronics can participate. and the age limit for IES is 21 years to 30 years and there is relaxation in Upper age for reserved category candidates.

this exam is only for those candidates who are a student of any one branch of four branches mentioned under:--
1. Civil engineering.
2. Mechanical engineering.
3. Electrical engineering .
4. Telecommunication engineering.
