It would be good if you check www.upsc.gov.in periodically rather any newspaper. Nevertheless, the notification will be there
in Employment News or Rozgar Samachar.

FYI: The notification that has to come on 2 Feb' 2013 is delayed for unknown duration.

The IAs and every government related jobs notifications are released in the EMPLOYMENT NEWS PAPER AND IN ALMOST EVERY LEADING NEWSPAPER.
The employment news paper is a weekly release,you need to subscribe to get to know about the notifications.
