Hello Friend,
The maximum age limit is 30 yrs for general candidates. A candidate must not already reach 30 yrs of age on 1 Aug of the year of exam. So, if you were born before 1 Aug' 1983, you aren't eligible to appear in CSE 2013. But if you belong to OBC(non creamy layer) or SC/ST category, you are eligible to appear in IAS exam.

sorry to say you are not eligible for UPSC IAS EXAM.
because for UPSC IAS EXAM your age should be 21 to 30 years for general category.
AGE RELAXATION :-
for obc 3 years.
for sc/st 5 years.
if you belongs to obc or sc/st category then you are eligible otherwise not.

First thing you do not mention the exact date of your birth. If you are are belong from general category and born after 1aug 1983 then you are eligible otherwise you are not eligible
But If you belong From OBC or SC/St category then your are eligible for IAS exam. because there are age limit in UPSC CSAT exam which is
General candidate 21 to 30 years
OBC candidate 21 to 33 years
SC/ST candidate 21 to 35 year.

according to your dob your age will now 29 yrs. then offcourse you can appear in IAS exam 2013................bcoz its age criteria is 21-30 yrs. for gen. 21-33 for obc and 21-35 yrs. for SC/ST.........

Eligibility Criteria for UPSC IAS - Indian Administrative Services Exam 2013 :
>> Candidate must posses a bachelor's degree in any discipline from a recognized university
>> Candidate's age should not be less than 21 years and more than 30 years of limit

Dear for your kind help that if you had mentioned your exact date of birth then i would have definitely help you and tell you the exact solution of your query but even then i tell you that if you have born before 1st August 1983 then you are not eligible because you will cross your 30 years of age and if you have born after 1st August 1983 then you can apply for this exam because you will complete your 30 years in next year so that you should get this solution and apply for exam if born after 1st August 1983.

First of all you need to specify the exact date of birth. So, you will be only eligible if your age is below 30 years.
If you belong to reserved categories then you are eligible for Civil Services Exam.
The basic eligibility criteria for Civil Services Exam are as follows:
Educational Qualification
The candidate must hold any degree in any discipline from any recognized university
Final year degree students are also eligible
Degree obtained by distance education/open university is also eligible if the university is a recognized university
Age limit
General 21-30 yrs
SC/ST 21-35 yrs
PH 21-40 yrs

NO YOU ARE NOT ELIGIBLE FOR THE CIVIL SERVICES.
The age limits are-
~21 to 30 years for General Candidate.
~21 to 33 years for OBC.
~21 to 35 years for SC/ST,ex-serviceman government service.
~21 to 40 years for physically handicapped.
Your birth date is may/1983,now you must not have achieve the age of 30 years before 1st august in the examination year.But as your date of birth is may,you would attain the age of 30 years before 1st august.Hence,you are not applicable.
NOTE:The assumptions have been made considering the fact that you belong to a general category.
The age critera for the IAS exam is different for the differnt cast cetegry.
For gen. - 21 to 30 year
For obc - 21 to 33 year
For sc/st - 21 to 35 year
So your eligibilty cheke your cast cetegry.
If you genral then that is your last chance for give this exam.

Any degree from recognized university with at least one of the subjects namely Animal Husbandry & Veterinary Science, Botany, Chemistry, Geology, Mathematics, Physics, Statistics and Zoology or a Bachelor's degree in Agriculture, Forestry or in Engineering or an equivalent qualification.
