IAS: Indian Administrative Service. UPSC will hold the IAS exam every year.
The minimum eligibility for IAS you must complete the graduation from any recognized university.
And your age should be in between 21-30 years.
To Become IAS officer you must Complete Graduation.
Diploma only as higher educational qualification , are alone only not eligible to give Civil service examination.
So,Complete Graduation and then only apply because of number of attempts in Civil services.

Dear there are some conditions for diploma holders to apply for IAS Exam which are following :
Must have completed a 3 years duration diploma after completing 12th class
Your university/institute/college should be recognized by the indian government/UGC/AICTE/NAAC etc.
You should have at least 50% marks in your diploma means you would not be accepted at 49% marks
Your diploma should be completed in regular mode means not part time or online mode.
If you have above mentioned conditions in your diploma then you may apply for IAS exam and if you have completed only 2 or 2.5 years diploma then you can not apply for this exam and for more details you should visit at - www.upsc.gov.in

Only having diploma certificate, won't make you eligibile for the civil services examination conducted every year by UPSC. For that you need to have bachelor degree in any stream but from only recognised university. You should required to have the citizenship of India and also your age have to be between the 21 years to 30 years. In an glance, firstly you have to complete your graduation then apply for this relevant examination.

Sorry to say you are not eligible for the exam. After complete the diploma you are not eligible for the exam.
Upsc requirement the candidate must have graduate in any stream from the approved university.
So firstly you complete the degree in any stream then you are eligible for the exam.
The age limit for the exam is the 21 to 30 years for unreserved category.
Age relaxation for 3 years for OBC category and 5 years for SC/ST 5 years
Attempt of the exam for unreserved category is the 4 times
For obc category is the 7 times and sc/st category is the no limit till age.
The Preliminary exam is held in the month of the MAY.
So firstly you complete the degree in any stream.
Even final year students are also eligible for the exam.

NO YOU CANNOT APPLY FOR IAS WITH A DIPLOMA CERTIFICATE.
The minimum qualification one should have to apply for IAS is graduation from any recognized university,and diploma is not a graduation.
Diploma is equivalent to 10+2,but never to a graduation,in fact diploma is little better than 10+2,but it is never equal to a graduation.
After 10 one can do diploma in engineering branch ,without doing 10+2,then to become a graduate he will have to study 3 more years of engineering course,then only he will become a graduate.
Here after 10+2 one study for 4 year for a engineering degree,but after diploma one has toi study only 3 year.That is why diploma is little better than 10+2 but never a graduation.

I want to tell you that if you have only diploma then you can not apply for the UPSC exams.
Because the minimum qualification for the UPSC exams is that the candidate must have a bachelor degree in any stream from a recognized university of India and your age must lis in between 21-30 years.
