Dear to apply for IAS officer exam you should have a bachelor's degree in any discipline from a recognized university and your age should be between 21-30 years and relaxation in upper age only for SC/ST/OBC/PWD candidates which is about 5 years for SC/ST and 3 years for OBC category candidates.
You have passed class 12th and went to Newzealand for your further studies but for your kind attention that if you are pursuing diploma then you would not be eligible to apply for IAS officer exam because those candidates who complete their diploma on the place of graduation so they are not acceptable by UPSC board means finally diploma holder candidate are not eligible to apply for IAS officer exam because they should have a complete 3 or 4 years bachelor's degree from a recognized university/board/institute and there is no problem about your Newzealand studies because if the university of Newzealand is recognized by the government then you do not have any problem but problem is about your course so that you should go for any graduation degree and complete then you would be eligible to apply for IAS officer exam.
If you want to know about the syllabus and study material then you should go for any good coaching institute for preparation of this exam and for this you will have to come back to India for coaching then only you may get help and you would be able to qualify the exam.
I have attached the complete syllabus for IAS exam and you should study according to that to be qualified
