It all depends on you and if you are able to continue your studies with your IES preparation then no harm in it..
Otherwise no need to worry so you prepare for it in the final semester or after you complete your graduation..
Yes you can prepare for IES while pursuing M.Tech.Although the study level and pressure is higher in IITs especially in M.Tech level and it may get difficult for you to keep your concentration on IES.But there you can find the best faculty and all other required resources to tackle your technical doubts.Moreover,having specialization in a subject will also help you for IES.But the main trouble will be to maintain your study routine and your aim.You can also join some correspondence coaching classes to help you as well

There is no time for IES preparation. If you want to join IES exam after M.tech, then is the good choice for you.
IES exam is conducted by UPSC every year.
To join IES exam;-
---You must be passed a B.tech degree from a Indian recognized university in the following stream;-
Civil, Mechanical,Electrical, ECE
--Age limit is 21-30 years.

5 years for sc/st candidates

You have to study regular and read newspaper and develop your GK also.

You must have completed B.Tech from the following ...
<> Civil Engineering
<> Mechanical Engineering
<> Electrical Engineering
<> Electronics and Telecommunication
And you must have a minimum of Graduation
As you have a Post graduation no need to Worry
And the age limit is ( 21 to 30 years )
