its never too late to start.You can start for preparation of IES exams anytime.For IES 2014 to be held in last week of June 2014 you have around 10 long months to prepare for IES 2013.I think this time duration is more than enough to perform very good in IES 2014.So I suggest you to start preparation for IES right now and study with a proper time management strategy and hard work.

start the preparation from now onwards....
in my opinion the right time to start the preparation for ies examination is from the first year of the engineering.
since the syallabus of ies is very much so it is not possible to efficiently cover the whole syllabus in one year.

Engineering Service Examination are conducted by UPSC for recruitment of engineers for governmnet services.You might be knowing very well exams are conducted only in four branch of engineering Mechanical,Civil,Elecrical and E&TC.

Infact syllabus from which question are asked in IES starts from second year of your engineering syllabus but generally idle time for preparation is from third year.As placements starts and projects are there in fourth year of engineering.So it become little difficult in final year.

So my advice is instead wasting your time you start your preparatin right now.Go and download syllabus from UPSC official websites(www.upsc.gov.in).Buy good study materials like Of Made Easy Publications and start solving.Daily fixed a target and take every possible steps to complete them.You have to fixed limited number of hours of study for this daily.Revise your class notes

The right time for preparation depends on you.You can start the study from this year itself or else you can first complete with your B>E> and then you can start preaparing for IES with full concentration.

there is no specific defined time in which you can complete the course. It completely depends on your devotion and dedication. If you have this thing in you that you just want to get selected at any cost then there is no problem for you to get into it.
The time that is enough for the preparation for IES is 1 year. In this one complete year you can go through all the topics which are included in the exam.
And a right amount of coaching is also necessary for the right direction for the preparation of the exams.

3 rd year Engg class time is best preperation on IES Exam.
this exam question are all the 8 th semester are required.

for IES exam Best time for is from Graduation onwards. Keep clear your concepts right fro your graduation. It will definately helps you in further preperation of the exam. Preperation time is Enough in these type of exam according to the Age Limit
i.e..

21-30 for GEBERAL
21-33 for OBC
21-35 for SC/ST

so keep concentrate on your studies. Regularity and Discipline make you to crack your exam surely.
