NO IT IS NOT TRUE.
The NCC stands for the National Cadet Corps and it is only related to the defence services that is with the defence wing air force,navy and army.
It is a special training provided to the cadets who are interested in joining the defence wings of the country.if you have any such certificates it is going to help you in the admission of the army,air force and navy.
As every one needs to go through the training session to join the defence,the NCC is somewhat like that.
But there is no connection with the NCC and the civil services,in any way.The civil services is only related to the services to the civilians,like the IAS,IPS,IFS etc.
There any body will have the same process that is to go for the preliminary exam,then the main exam and then the interview.
As it has been mentioned above that NCC has in real no connection with the civil services,it is not going to help you in any way with the civil services.You can get the benefit and the advantage only if you have intend to join the army,air force and navy wings of the defence.
